Abstract
This brief examines Israeli women’s labor market outcomes and how maternity and parental leave laws in the country compare with those in the OECD. In recent decades, there has been an increase in employment rates among women – particularly among mothers with young children. With regard to payment rate and length of paid leave over a woman’s lifetime, Israel performs better than or similar to other OECD countries. However, there is a gap between Israel and the OECD when it comes to leave benefits for fathers and the design of parental leave benefits.

I forward an analysis of the process of preparing contracts themselves prior to service operation, and the negotiations between various public sector administrators that shape employees’ job quality. I make use of Dorothy Smith’s (2005) methodology of institutional ethnography for the purpose of understanding how job quality is shaped for both certified and uncertified employees in the social services commissioned by the Israeli Welfare, Education, and Health ministries.

Abstract

The freedom and right to associate carries distinct meanings in different systems of industrial relations, giving rise to distinct institutions. Where bargaining is based on grassroots association, rates of membership in trade unions and coverage of collective agreements are low. Where bargaining is actively endorsed by the state, high rates of membership are matched by considerable coverage. Over the last two decades, some countries, four of which are studied here, have gone through a process that I designate as hybridization, in which a gap emerges between a rapidly declining rate of membership and persistent relatively high level of coverage. The article accounts for the growing gap between coverage and membership and its implications. On the basis of extensive interviews with trade union officials, organizers, works councils’ members, Labor Chamber representatives, academics and journalists in the four countries, the article further seeks to document and explain new organizing practices at two levels. First, why do unions seeks to organize, despite persistent power accorded to collective agreements by the state? Second, which strategies are used for current recruitment and organizing practices? The discussion highlights the ongoing tension that is folded in the meeting of institutions that are aimed at sustaining the centralized system of bargaining and social partnership, with the dynamics that are characteristic of raising membership levels. Some best practices that seek to address this tension are identified, but are also characterized as difficult to emulate and extend as a general practice.

Abstract

Many studies assessing national policy reforms in education focus on the likelihood of acquiring an advanced education and the associated returns in the labor market. In this paper, the authors investigate the impact of the Israeli Academic Colleges Law that was designed to promote the acquisition of higher education among all segments of the Israeli population. They found that this law, in fact, contributed to making higher education accessible more to the Israeli Arab minority than to the rest of the population. In addition, they demonstrate that the influence of the law on improving access to higher education is reflected in the increase in the earning potential of Israeli Arabs.

Abstract

This study focuses on earnings disadvantages experienced by three ethnic groups of Jewish immigrants in Israel. Data were obtained from the 2011 Income Survey gathered by the Israel Central Bureau of Statistics. The findings reveal that when compared to Israeli-born, all ethnic groups are disadvantaged in earnings attainment in the first generation. The earnings disadvantages of immigrants as compared to Israeli-born decrease with the passage of time and become negligible in the second generation. To disentangle the impact on earnings penalty of ethnic origin from that of immigrant status, a procedure for decomposing mean differences between groups is introduced. The analysis reveals that earnings disadvantage among Ashkenazim and Soviet immigrants can be attributed to immigrant status but not to ethnicity. By contrast, earnings penalties among Sephardim immigrants can be attributed to both ethnicity and immigrant status. The implications of the long-lasting effect of ethnicity versus the short-term effect of immigrant status are discussed.

Abstract

Public procurement provides an excellent window into the shaping of corporate social responsibility of companies contracted by the government. To this emerging scholarly realization, we want to add that public procurement provides also the opportunity to examine corporate social responsibility as practiced by public sector organizations. This opportunity enables the investigation of the conditions under which public sector organizations endorse CSR guidelines, adherence to which demonstrates accountability for their service providers’ legal, employment-related practices. Our study examined the possibility that public sector organizations’ CSR is enhanced by maintenance managers’ role dissonance emerging in response to an ethical mismatch between them and their organizations’ official stance concerning whether unethical employment practices of service providers should be sanctioned. We analyzed interviews with 13 managers in charge of contract administration in the area of cleaning and maintenance. Our findings suggest that the role dissonance that emerges in cases of mismatch in ethical orientation rarely enhances more responsible treatment of cleaning employees. We introduce a model indicating the conditions supporting this incident.

Abstract

We study differences in behavior across countries in a labor market context. To this end, we conducted a bilateral gift-exchange experiment comparing the behavior of subjects from five high-income OECD countries: Germany, Spain, Israel, Japan and the USA. We observe that in all countries, effort levels are increasing while rejection rates are decreasing in wage offers. However, we also find considerable differences in behavior across countries in both one-shot and repeated relationships, the most striking between Germany and Spain. We also discuss the influence of socio-economic indicators and the implications of our findings.

Abstract

The international experience suggests that work is the best way of lifting families out of poverty. Thus, this paper assumes that one crucial policy, among many others, aimed at poverty reduction is to increase the women’s participation in the labour market and their access to decent work. This issue is critical among Arab and Muslim women around the world in general and among Arab women in Israel since the participation rate of women in the labour market is quite low and about 55% of the Arab families live under the poverty line. Therefore, this paper aims to identify the reasons behind the low rate of Arab female participation in the labor market, and based on that to propose a framework for increasing their participation rate and reducing poverty among them and their households. An empirical study, based on 574 personal interviews, was conducted among unemployed Arab women in Israel. This paper identified four major domains that affect the level of employment participation: the socio-cultural domain, the ethno-political domain, the personal domain, and the spatial domain. Eventually, the paper proposes interference policies based on these domains in order to reduce poverty among Arab minority women in Israel.

Abstract
Background: Physicians in Israel are required to do an internship in an accredited hospital upon completion of the medical studies,and prior to receiving the medical license. For most students, the assignment is determined by a lottery, which takes into consideration the preferences of these students.
Objectives: We propose a novel way to perform this lottery, in which (on average)a larger number of students gets one of their top choices. We report about implementing this method in the 2014 Internship Lottery in Israel.
Methods: The new method is based on calculating a tentative lottery, in which each student has some probability of getting to each hospital. Then a computer program “trades” between the students, where trade is performed only if it is beneficial to both sides. This trade creates surplus, which translates to more students getting one of their top choices.
Results: The average student improved his place by 0.91 seats.
Conclusions: The new method can improve the welfare of medical graduates, by giving them more probability to get to one of their top choices. It can be applied in internship markets in other countries as well.

Abstract

The present study focuses on differential modes of economic incorporation and economic success of highly skilled immigrants in Israel. Data were obtained from the 2009–2011 Labor Force and Income Surveys. The analysis pertains to recent immigrants aged 25–64 years who attained academic education prior to migration. Three major geo-cultural groups of immigrants are compared with Israeli-born. The groups are as follows: Europe and the Americas, the Former Soviet Union, and Asia and Africa. The multivariate analysis (conducted separately for men and women) reveals significant differences across geo-cultural groups in labour-market performance (i.e. economic participation) and in economic outcomes (i.e. attainment of professional occupation, occupational status, and earnings). An ethnic hierarchy is observed with Israeli-born at the top, followed by immigrants from Europe and the Americas; the groups of immigrants from the Former Soviet Union and from Asia or Africa are placed at the bottom of the hierarchy. Although all high-skilled immigrants are disadvantaged when compared with Israeli-born, all tend to improve their labour-market status with the passage of time in the country. However, only immigrants from Europe and the Americas are able to reach economic assimilation with high-skilled Israeli-born. Asian–African immigrants and immigrants from the Former Soviet Union are less successful in converting skills into economic success; they remain economically disadvantaged even after 20 years of residence. The impact of geo-cultural origin on differential ability of immigrants to transmit credentials from one country to another is discussed.

Abstract

Similar to many other countries, the Israeli family has undergone major changes in the last few decades, chief among these are processes of individualization and the emergence of “new forms of families” or postmodern families. However, the Israeli family—traditional or new—still plays a central role in public life and in the lives of individuals from all social groups. In this paper we focus on grandparents and grandparental child care within these changing configurations of the family.

In addition to cultural factors, the care provided by grandparents, is also influenced by the “new economy”. In the wake of globalization and neo liberalization, we have witnessed increasing demands on professionals – both in term of their hours and availability. There has also been a rise in the number of workers in hourly-waged “precarious” or “bad jobs” with little to no flexibility. These trends coupled with the growing numbers of working mothers with young children have resulted in a “care deficit” and a growing demand for child care.  In a familist society, such as Israel, this is translated into the young parents’ expectations that their parents, the grandparents, will help shoulder the care work.

Based on in-depth interviews of 32 Jewish retirees, men and women with heterogeneous class backgrounds, we examine how economic forces and cultural factors have shape gendered grandparents’ care practices and meanings. Though both men and women feel that grandparenthood is an important and central aspect in their lives, they still grandparent differently. Whereas women tend to perceive taking care of their grandchildren as a continuation of their role as mothers, helping adult children juggle between work and family, for men fatherhood continues by carrying on their “provider” role and assisting their children financially. These men “slide” easily into the grandfather role without much internal deliberation, whereas women are much more likely to debate among themselves about what constitutes “a good grandmother” and what kind of grandmother they are or would like to be. They oscillate between the individualistic cultural imperative of “it’s me time” and the motherly imperative that, in the Israeli context, never ends.

This gendered perception of grandparenting has two interrelated implications. One, it tends to reproduce the gendered division of care work both among the grandparents and the young couples. It is most often the grandmother who takes responsibility, though the grandfather might tag along. Moreover, the care grandparents provide is usually understood in terms of helping the young mother (daughter or daughter-in-law) more than the father. Two, this emerging Israeli version of “two- person career” (Papanek 1973) family where the (house)wife, who now works full- time, is replaced by care-on-demand grandmothers enables employers to place increasing demands on workers’ time and commitments, assuming that every worker (with family responsibilities) has someone at home to help with domestic care work. Thus, neoliberal labor market practices appear to be operating in tandem with and are maintained by gendered moral rationalities, which are based on love, commitment and an ideology of the “good mother”.

Abstract

This article deals with a reform in the regulation on employment of migrant workers which was implemented in the Israeli construction industry from 2005. This corporations-based arrangement replaced a restrictive employment arrangement which tied the employee to a specific employer. The new regulation of work conditions and wages, coupled with a significant reduction in the number of work permits issued to construction, has improved work conditions and wages paid to migrant workers, and made their employment less attractive to employers. The reform also included elements designed to reduce the illegal employment phenomenon and to encourage migrant workers to leave the country at the end of their contracts. However, the new arrangement still restricted the mobility of migrant workers to some extent and had negative consequences such as a significant rise in the broker fees demanded of workers.

Abstract

This study focuses on the employment difficulties of older workers in the Israeli labor market. Using administrative panel data for the years 2005–2010, it traces the employment transitions of workers and their consequences, focusing on age and gender differences. The findings show that in Israel older workers, men and women alike, are indeed less likely to leave their jobs. However, once out of the labor force, they face difficulties in finding new employment. These difficulties are severer for women than for men. Male workers who experience high instability experience job losses, with no substantial age differences. The wage penalties for women are much lower, probably because of their limited opportunities in terms of earnings.
