Abstract

The article asks why the Israeli theatre’s ‘voicing hegemony’ practices endure despite a critical public debate that favors cultural pluralism. Ethnographies at two central repertory theatres elicit the meanings of the theatre’s ‘back-to-the past’ institutional habitus, as revealed in observations and in-depth interviews with actors, and disclose artistic dispositions that bolster veteran actors’ stature in the theatre and Israeli art generally. Analysis of the findings links professional capital with the twilight of an artist’s theatrical career. One conclusion connects the theatrical habitus with justification of Israel’s Zionist ideology. Theoretically, the article illuminates the historical component of the Bourdieuian concept of habitus. The duplication of this component in the back-to-the-past habitus inheres to mythification processes and makes the theatrical habitus relatively resilient to social changes.

Sustaining Conflict develops a groundbreaking theory of political apathy, using a combination of ethnographic material, narrative, and political, cultural, and feminist theory. It examines how the status quo is maintained in Israel-Palestine, even by the activities of Jewish Israelis who are working against the occupation of Palestinian territories. The book shows how hierarchies and fault lines in Israeli politics lead to fragmentation, and how even oppositional power becomes routine over time. Most importantly, the book exposes how the occupation is sustained through a carefully crafted system that allows sympathetic Israelis to “knowingly not know,” further disconnecting them from the plight of Palestinians. While focusing on Israel, this is a book that has lessons for how any authoritarian regime is sustained through apathy.

Abstract

This article examines the connection between state ethnic classifications and the way they are perceived by individuals in everyday life. Using the case of the Boarding School for the Gifted Disadvantaged in Israel which is open to immigrants, an attempt was made to reach an understanding of how individuals who have experienced deliberate state intervention in the ethnic component of their selfhood, experience this intervention years after the (re)construction. The main findings illuminate how boarding school graduates transformed the governmental intervention into a unique ethnic identity for everyday life: ‘ethnicity without ethnicity’. This identity rejects any overt engagement with the ethnic component of the concept of self. This identity even relies on the subject’s constant reminders to himself that ‘he is beyond the ethnic story’ and that meritocratic identity (devoid of ethnic consciousness) is preferable to ascriptive identity. The findings also show that ethnic identity is not necessarily expressed in everyday practices (language, food consumption, music, festivals) but rather in ongoing cognitive engagement of the agent distanced from the available official ethnic classifications. The discussion section tracks the state-organizational sources of this ethnic identity and its relation to the unmarked ethnicity amongst the upper-middle classes.

Abstract

How are the rights of migrant workers mobilized in non-immigration regimes? Drawing on an ethnography of human rights NGOs in Israel and Singapore, two countries that share similar ethnic policies but differ in their political regime, this study contributes to scholarship on migrants’ rights mobilization by expanding cross-national analysis beyond the United States and West Europe and diverting its focus from legal institutions to the places where rights are produced. Findings show that differences in the political regime influence the channels for mobilizing claims but not the cultural politics of resonance that NGOs use when dealing with the tensions between restrictive ethnic policies and the expansion of labor migration. While restraints in authoritarian Singapore operate mainly outside the activists’ circle, in the Israeli ethno-democracy they operate through self-disciplining processes that neutralize their potential challenge to hegemonic understandings of citizenship. Paradoxically, success in advancing rights for migrants through resonance often results in reinforcing the non-immigration regime.

Abstract

Israel defines itself as a Jewish state by way of ideology, policy, and constitutionality. Jewish immigration is encouraged, and rewarded with direct access to Israeli citizenship for olim (Jewish immigrants) and their immediate family. The legal situation for foreign, non-Jewish partners, and spouses of Israeli Jewish citizens is different: these non-Jewish immigrants can potentially access Israeli citizenship through the Nationality Law. These different inroads into Israeli citizenship for both groups must be seen in connection to diasporic Jewish history, Israeli history, the country’s geopolitical situation, as well as attitudes toward intermarriage. In practice this means that the incorporation of non-Jewish spouses of olim is a compromise to bolster Jewish immigration, while the problems of incorporating the partners/spouses of Israeli Jewish citizens stem from (historic and current) negative attitudes toward intermarriage, the Israeli/Palestinian conflict, and labour migration, all of which ramify into the issue of family reunion for all Israeli citizens.

Abstract

Taking Israel’s National Health Insurance Law as a point of entry, in this article I probe how notions of equality and citizenship, secularism and religion become entangled in the experience of Negev/Naqab Bedouin, who are Palestinian citizens of Israel. Drawing on ethnographic and archival research, I show how Jewish citizens have come to represent the secular and modern citizens in the region, while Bedouins, although mandated and claimed by policy and providers to be the ‘same’ and ‘equal’, are always already imagined and characterized as other. Universal healthcare and the daily manner in which biomedicine is practiced in southern Israel provides an avenue for examining the Jewish valences medicine carries in southern Israel, Israel’s boundaries of inclusion, and the connection between biomedicine and secularism.

Abstract

Most research on ethnically and nationally contested cities posits that urban spatial segregation trends will remain decisive so long as the macro level national conflict persists, and assumes that the neoliberalization of urban space would only strengthen such trends. Over the last decade however, and despite the ever deepening national conflict, Jerusalem has seen the emergence of neoliberal spaces of consumption that serve as resilient spaces of intergroup encounter between Israeli-Jewish and Palestinian-Arab populations. In this article I will examine and compare two such neoliberal spaces in Jerusalem, and show how under certain conditions, privatized urban spaces can undermine processes of ethno-national segregation. I argue that interactions between members of the two rival groups are challenged and reshaped by neoliberal spaces and that the relocation of the ethno-national intergroup encounters to privatized spaces of consumption could represent a temporal shift to a class based encounters.

Abstract

Based on interviews with Palestinian professionals in Jewish organizations in Israel, this article discloses a distinctive practice of ‘everyday racism’ and microaggression – a language of everyday racism. This ‘language of everyday racism’ refers to Hebrew words and expressions that are routinely used by Jews in their mundane conversations and that include the word ‘Arab’ when describing a deficiency or defect, some sort of unsightliness, filth, or general negativity (as in the expression ‘You’re dressed like an Arab woman’). This article not only describes the language of everyday racism as a specific form of everyday racism and microaggression (national microaggression), it also illustrates how this language activates the Palestinian professionals in a reflexive manner. The discussion section describes how the internal dialectic between structure and agency is critical to understanding the language of everyday racism, which in turn acts as a mechanism of the inequality that underlies face-to-face interactions.

Ethnic democracy is an analytic model meant to describe a form of state that combines majoritarian electoral procedures and respect for the rule of law and individual citizenship rights with the institutionalized dominance of a majority ethnic group over a society. Ethnic democracy consists of two incompatible constitutional principles: liberal democracy, which mandates equal protection of all citizens, and ethnonationalism, which privileges the core ethnic group. Critics of the model have pointed out that the tension between these two contradictory principles causes inherent instability in this form of state. This tension could be overcome, however, and ethnic democracy could be stabilized, if a third constitutional principle, mediating between liberal democracy and ethnic nationalism, were to exist in the political culture.

Abstract

After Israel became self-sufficient in food in the late 1960s, farmers started migrating out of agriculture while production continued to increase towards export markets. This process intensified considerably when foreign labor became available. Traditional production theory predicts that foreign workers replace local workers, but the number of Israeli hired farm workers has actually increased since the arrival of foreign labor. This paper develops a modified theoretical model in which farm labor is heterogeneous, so that changes in the number of foreign and local hired workers are not necessarily opposite in sign. The results of the model are consistent with the observation that the availability of foreign labor has led to an increase in the production and export of labor-intensive horticultural products. Farms became larger and more specialized, and this has led to labor specialization, with foreign workers doing manual tasks and Israeli hired employees doing mostly managerial and professional tasks.

The purpose of this article is twofold. First, it offers a thesis explaining why the religion and state discussion in Israel has historically been Jewish-centered. This part of my thesis dwells on the constitutional attributes of the jurisdiction accorded to the Palestinian-Arab millets, which has been characterized as liberal in nature and seen as a measure of the tolerance of the Jewish state towards non-Jewish religious minorities. However, as I shall show, this was not the dominant perception or concern when rabbinical jurisdiction was established. For various political reasons intertwined with Israel’s nature as a Jewish nation state, rabbinical jurisdiction was conceived of as a necessity. Indeed, in terms of liberalism, rabbinical jurisdiction is generally regarded as illiberal or even coercive. This ontological difference in the nature of the jurisdictional authority of rabbinical courts (as a necessary illiberal concession) on the one hand, and the Palestinian-Arab religious communities (as a generous liberal accommodation) on the other hand, is what makes the mixing of both analytically unfeasible. But how much of the jurisdictional authority granted to the Palestinian-Arab religious communities is in fact liberal and tolerant in nature? My second argument in this article seeks to show that this seemingly liberal attitude is an illusion. Building on newly discovered archival materials as well as on international legal instruments that pre-date the establishment of the state of Israel I will argue that the central motivations behind the recognition accorded to the Palestinian-Arab religious communities were primarily driven by the interests of the Israeli establishment rather than by a concern for the well-being of the minority communities, and so the liberalism that was the perceived justification as to why Israel recognized in the Palestinian-Arab millets is certainly of a tainted form.

This article is divided into five main sections. Section One gives an overview of Israel’s constitutional nature as a Jewish nation-state and identifies the existence of two major paradigms that govern the jurisdictional authority of the various religious courts. The four subsequent sections are historical in nature and outline the factors that motivated the Israeli establishment when considering the recognition of the Palestinian-Arab religious courts. Section Two highlights the importance of maintaining the Palestinian-Arab millets to Israel’s foreign policy, especially in the decade that followed the state’s establishment, when international recognition and support were crucial for the state’s effort to subsist. Section Three reveals how the establishment of the Palestinian-Arab millets was used by Israel to divide and conquer its minorities. Section Four focuses on the importance of religious endogamy in preserving Jewish identity. Section Five relates to the interests of the Palestinian-Arab community in preserving the existing millet system, which was not invented by Israel — it existed under Ottoman rule for centuries.11 In the overall analysis, however, although this factor undoubtedly overlaps with the preceding three, it was not equally significant.

Abstract

Theorizing social work qualitative methodologies have always been closely related to the context of the studied subjects. This paper offers the framework of context-informed, counter-hegemonic qualitative research for theorizing research in conflict zones. Based on a case study of a group of Jewish and Palestinian social work researchers who examined together the effect of the loss of home on families during an ongoing political conflict, this paper explores the impact of participating in a research team on the researcher’s perceptions and study of otherness and otherization in the context of asymmetries of power. Analysis of the group dynamics discovered: (1) a growing ability to see and acknowledge the other, accompanied by a growing willingness to be attentive; (2) a growing ability to empathically listen to and hear the experiences of suffering of the other; (3) overcoming silencing by allowing voices of dissent, pain and resilience; and (4) creating a liminal space of “safe haven” for the researchers. The paper explores the development of context-informed group reflexivity leading to emancipatory consciousness and academic activism.

Abstract

Recent scholarship emphasizes differences among ethnic groups’ internal migration patterns. Yet, with few exceptions, research has focused on the Anglo-American world, neglecting experiences from other regions. This paper is part of a larger research project that studies mobility among the Arab minority in Israel and its driving forces. In this paper we examine patterns of internal migration by analysing the propensity to migrate as well as migrants’ individual and social characteristics. First, we survey the theoretical backdrop that is suggested by recent geographic literature on internal migration among ethnic and racial minorities, including native groups. Second, we contextualize the group studied, providing necessary background information on the political, socio-economic and demographic conditions of Arabs in Israel. We briefly discuss attributes that are – or have been – potential hindering factors to Arab mobility in the Jewish state. Finally, we analyse 1995 national census data at the micro scale and provide a basis for future explanations of the phenomenon. We conclude by outlying some future directions in the study of internal migration of minorities in Israel.

Abstract

This study focuses on earnings disadvantages experienced by three ethnic groups of Jewish immigrants in Israel. Data were obtained from the 2011 Income Survey gathered by the Israel Central Bureau of Statistics. The findings reveal that when compared to Israeli-born, all ethnic groups are disadvantaged in earnings attainment in the first generation. The earnings disadvantages of immigrants as compared to Israeli-born decrease with the passage of time and become negligible in the second generation. To disentangle the impact on earnings penalty of ethnic origin from that of immigrant status, a procedure for decomposing mean differences between groups is introduced. The analysis reveals that earnings disadvantage among Ashkenazim and Soviet immigrants can be attributed to immigrant status but not to ethnicity. By contrast, earnings penalties among Sephardim immigrants can be attributed to both ethnicity and immigrant status. The implications of the long-lasting effect of ethnicity versus the short-term effect of immigrant status are discussed.

Abstract

All the political parties in Israel, apart from Arab and ultra-Orthodox, define themselves as Zionist. The right in Israel identifies itself strongly as Jewish either in a religious or ethno-nationalistic sense or, more amorphously, in terms of the ‘politics of belonging’. In today’s political parlance in Israel, ‘Judaism’ is not a religion but a political ideology, best termed ‘political Judaism’, which claims the powers of religion: veracity, certitude, absoluteness and the polarity of good versus evil. To be a Jew according to the right means firstly not to be an Arab. To be on the left is tantamount to being an Arab because people on the left support Arabs. The right aspires to Jewish supremacy in Israel and says so explicitly. To be a Jew is not only to fulfill the religious qualification of being born to a Jewish mother; Jewish belonging is now expressed in primordial, essentialist, mystical terms. The politics of identity, of political Judaism, adds a McCarthyist rancour and an exclusionary dimension of banishment from the community to political divisions. To belong now requires unqualified loyalty.

Goldscheider identifies three key social changes that have led to the transformation of Israeli society in the twenty-first century: the massive immigration of Jews from the former Soviet Union, the economic shift to a high-tech economy, and the growth of socioeconomic inequalities inside Israel. Abstract

The worldwide expansion and diversification of higher education systems has sparked growing interest in the stratification of students according to higher education institution and field of study. This article focuses on Israel, where higher education has experienced significant expansion and diversification during the past two decades. Using generalized ordered logistic regression models, the study analyses vertical and horizontal ethno-religious inequality. The findings indicate that Ashkenazim, the privileged Jewish group, remain the most advantaged regarding enrollment in higher education, but their advantage over other veteran Jewish groups is mainly owing to areas of specialization in high school and achievement on the tests that serve as admission criteria to the higher education institutions. Among the enrollees, controlling for high school history reveals that the disadvantaged Jewish groups, Mizrachim and new immigrants, have higher odds than Ashkenazim of enrolling in lucrative programmes. Muslim, Druze, and Christian Arabs are disadvantaged regarding both the vertical (access) and horizontal (fields of study) dimensions, regardless of high school history and previous achievements.
