Abstract

International boundaries, their history, location, disputes concerning their exact delimitation, their strategically importance, and other facts led many scholars to deal with that important subject. International lawyers, geographers, historians, political scientists, researchers of international relations, cartographers, military people, all are concerned with the location of a boundary, its legal status, its history, its defensible ability and so on. However, the influence of the international boundaries upon the landscape where they run has not received the attention to its merits. This article will present some areas of this kind, where a political boundary brought changes to the landscape on both sides of it. The boundary between Israel and Egypt will be the case study, although some other areas will be presented.

Abstract

This study examines the role of two urban area types – traditional and contemporary – with regard to pedestrian movement volume and distribution. This study focuses on four dimensions of urban areas which have potential influence on pedestrian movement: (i) a spatial dimension based on road network structure; (ii) a functional dimension of land uses such as retail fronts; (iii) a physical dimension of road sections; and (iv) a demographic dimension of population and employment densities. Four research areas in Tel Aviv are examined and each of these areas is divided to two adjacent sub-areas — a traditional sub-area and a contemporary one. The aim is to clarify: (i) the character of urban areas that were created following different urban design paradigms; (ii) the relative contribution of the spatial, functional, physical and demographic dimensions to pedestrian movement in urban areas of different types. The findings show significant differences between adjacent traditional and contemporary sub-areas. Specifically, traditional sub-areas have higher levels of spatial connectivity and retail fronts distribution as well as higher pedestrian movement volume. The spatial dimension has the strongest overall connection to pedestrian movement, and particularly for traditional sub-areas, while the physical dimension has the strongest connection to pedestrian movement for the contemporary sub-areas.

Abstract

This article explores the role of sacred places and pilgrimage centers in the context of contemporary geopolitical strife and border disputes. Following and expanding on the growing body of literature engaged with the contested nature of the sacred, this article argues that sacred sites are becoming more influential in processes of determining physical borders. We scrutinize this phenomenon through the prism of a small parcel of land on the two sides of the Separation Wall that is being constructed between Israel and Palestine. Our analysis focuses on two holy shrines that are dedicated to devotional mothers: the traditional Tomb of Rachel the Matriarch on the way to Bethlehem and Our Lady of the Wall, an emergent Christian site constructed as a reaction to the Wall. We examine the architectural (and material) phenomenology, the experience, and the implications that characterize these two adjacent spatialities, showing how these sites are being used as political tools by various actors to challenge the political, social, and geographical order.

We live within political systems that increasingly seek to control movement, organized around both the desire and ability to determine who is permitted to enter what sorts of spaces, from gated communities to nation-states. In Movement and the Ordering of Freedom, Hagar Kotef examines the roles of mobility and immobility in the history of political thought and the structuring of political spaces. Ranging from the writings of Locke, Hobbes, and Mill to the sophisticated technologies of control that circumscribe the lives of Palestinians in the Occupied West Bank, this book shows how concepts of freedom, security, and violence take form and find justification via “regimes of movement.” Kotef traces contemporary structures of global (im)mobility and resistance to the schism in liberal political theory, which embodied the idea of “liberty” in movement while simultaneously regulating mobility according to a racial, classed, and gendered matrix of exclusions.

Abstract

Advocating research of the “ethnographic present,” the article portrays the recent evolvement of two constituencies in Israeli urban society conceived as new socio-economic-cultural and spatial social “banks”: Jewish immigrants from Ethiopia residing in ethnically segregated urban neighborhoods; the gradual concentration in Tel Aviv’s downtown neighborhoods of authorized and undocumented labor migrants from Eastern Europe, Asia and Africa, as well as asylum seekers from Eritrea and Sudan. It reports on the growing protest by local Israeli residents, the government’s efforts to limit the presence of “uninvited strangers,” as well as the active response of the unwelcome aliens. I posit that the emergence of these new ethnic enclaves converges with other critical changes in Israeli institutional life. Major transformations in the texture and tenets of Israeli citizenry, its spatial construction and national identity are steadily progressing.

As with religious women’s quest to create inclusive faith communities, which in Plaskow’s assessment means allowing “the words of women to rise out of the white spaces between the letters in the Torah as we remember and transmit the past through the experience of our own lives,” women’s peace work takes place in unmapped white spaces. Their religious experience, exemplified by a Muslim woman’s story of a holy mother standing watch, invites us to reconsider our understanding of community and the meaning of peace and security – a reconsideration that is enriched when Palestinian women’s activism is analyzed with reference to Jewish feminist theology.
As demonstrated in this essay, the two fall into natural dialogue, articulating perspectives that are absent from secular conversations on women’s peacemaking. The questions raised by their life experiences as women of faith – on the nature of female participation in justice struggles, on the politics of space, on the relationship with the land, on interpersonal encounter – demand a change in language and a more holistic analysis of the issues at stake.

Abstract

In this article I examine the ways in which Israeli soldiers who refuse to serve in the Occupied Territories use spatial representations and metaphors in discourse explaining their decision to refuse. Using Lefebvre’s (1995) framework regarding spaces of representation as sites of political struggle, I analyze how selective refuseniks construct the Territories as a space of pollution, irrationality, disorder and death, expressing fear that these qualities might contaminate Israeli space, and thus implicitly promoting a separatist logic of exclusion. Refuseniks employ metaphors of movement to portray the transition from ‘here’ to ‘there’ as a shift into an alternate universe, and attempt to appropriate hegemonic discursive conceptualizations associated with three culturally loaded spaces: the prison, the Jewish settlements, and Nazi Germany. The ambivalent dialectics of dominant and resistant ideologies in refuseniks’ discourse and their cultural implications are discussed.

Abstract

This article explores how material and ideological forms of social exclusion manifest at the borders of Ultra-Orthodox Jewish neighborhoods in Jerusalem and play out in the walking patterns of surrounding (non-Ultra-Orthodox) populations. It is based on a pilot study that uses a mixed methods design consisting of mental maps and questionnaires to examine how (particularly female) residents living in close proximity to Ultra-Orthodox neighborhoods perceive these spaces, experience themselves in relation to the gender norms reproduced there and make wayfinding choices accordingly. This study builds on previous ones that have explored both the contested terrain of Jerusalem’s city center and the dynamic relationship between the social and the spatial to include a discussion of how religiosity and cultural politics express themselves in the commonplace, embodied act of the female pedestrian.

These questions about border narratives are the focus of this essay. Examining the border crossings between Israel and the two neighboring states with which it has open borders, Jordan and Egypt, we analyze the narratives created in these spaces through

the arrangement of space, iconography, and signage, as well as the legal elements that also regulate the flow of persons across the borders. These sites, in effect, constitute the first encounter of travelers with the new state about to be entered; as such, these spatial, visual and legal elements combine to create a “story” being told to that traveler (even if that traveler is a member of that community who is returning). That story may be intentional, the result of a conscious effort or policy on the part of the state, or unintentional as the ad hoc reflection of attitudes and ideas expressing themselves through the choices made “on the ground” by border personnel. That story is both about who “they” – the imagined community whose territory the traveler is about to enter – are and what they represent; it also simultaneously is about who “you,” the traveler, might be – why you might be there, the relationship imagined between “they” and “you.” Like a text, these spaces construct both their ideal “author” and their ideal “reader.”

In this way, like many of the chapters in this volume, our approach extends but also differs from much of the scholarship that makes up the recent resurgence of border studies. As many scholars have pointed out, rising attention across multiple disciplines to issues of globalism and transnationalism, as well as cultural studies approaches to concepts heretofore in the domain of social science, have resulted in increased interest in borders (Newman, 2011). Until relatively recently, borders have been approached within the fields of international relations or geography as static, empirical entities, largely in the context of examining relations between states (Sack, 1986; Taylor, 1994; Shapiro and Alker, 1996). More recent theories emanating from anthropology and cultural studies have emphasized the social construction of boundaries as processes for defining personal, group and national identities, through processes of inclusion and exclusion, defining the “self” and the “Other.” These approaches have broadened the concept of “borders” to include not only the actual borderline between states, but many other kinds of borders. In this conception, borders are everywhere, and the “border narratives” that constitute them are made up of multiple discourses and texts: newspapers, political speeches, posters, poems, plays, novels, everyday speech that give meaning to the border as the “construction of institutionalized forms of ‘we’ and the ‘other’ which are produced and perpetually reproduced in education texts, narratives and discourses” (Newman and Paasi, 1998, p. 196).

Abstract

This article explores the relationship between politics of belonging, narratives and place. We do this through a case study of the contested neighbourhood of Silwan in East Jerusalem, partly appropriated by an archaeological excavation site. Three conflicting narratives that make claims to the place are identified. They are geographically anchored, (re)produced in and through the material form of the place, and symbolically retold through social and moral meaning-making activities. Such an emplaced reading makes it possible to understand how divergent narratives produce insecurity and violence when enacted in and through materially and geographically contested sites.

Hebrew in English: The New Transnational Hebrew Literature

Although the historiography of Hebrew literature has often retrospectively portrayed its development as an Israeli phenomenon, recent scholarship has shown the ways in which Hebrew literature’s origins lie largely in the Diaspora. Two new books by Israeli writers written in English, Shani Boianjiu’s The People of Forever Are Not Afraid and Ayelet Tsabari’s The Best Place on Earth, return to the diasporic roots of Hebrew literature by deliberately placing themselves as a challenge to the Zionist narrative of literary historiography. This article elaborates the ways that these books use English to explore the transnational nature of Hebrew literature and participate in a larger literary conversation about globalization. Their linguistic experimentation is also tied to the thematic challenges they pose to foundational Israeli mythologies, like that of the New Hebrew Man, through an emphasis on marginal characters and themes. This literature, which I call “Hebrew in English,” stands as a critique of hegemonic constructions of Israeli identity, nationalism, and culture.

Between the Backpack and the Tent: Home, Zionism, and a New Generation in Eshkol Nevo’s Novels Homesick and Neuland

Framing the contemporary reality in narratives that explore Zionism, travel, and social activism, Nevo offers a conception of the new generation of Israeli writers torn between an Israeli identity, with its increasingly inclusive and polyethnic state, and a Jewish identity with its diasporic roots.

A Spatial Identity Crisis: Space and Identities in Nir Baram’s Novels

The following article focuses on the use of spatial metaphors, and the presence (or absence) of Jewish-Israeli identities in Nir Baram’s novels, offering an overview of his work and locating it within a Hebrew literary tradition. In order to explore individual and collective identities in a (post)modern world, Baram makes extensive and elaborate use of spatial metaphors, blurring the boundaries between inside and outside, tampering with the stable organization of the world, and presenting homes that offer neither shelter nor warmth. The various characters in Baram’s texts—Israeli or not—are either homeless or otherwise displaced, yearning for a home they cannot fully comprehend or construct. The defamiliarization of space in Baram’s work creates the sense that Jewish-Israeli identities are implicitly present even when they are explicitly absent, and detached when they are, indeed, overtly present. This elusiveness seems to be the core of Jewish-Israeli identities as they manifest, or are alluded to, in Baram’s work.

Where You Are From: The Poetry of Vaan Nguyen

In her debut collection The Truffle Eye (2014), the Vietnamese-Israeli poet Vaan Nguyen brings a mix of cultural and linguistic affiliations to her Hebrew writing that is arguably standard in today’s multilingual and multicultural Israeli society, particularly in the cosmopolitan milieu of Tel Aviv, where she locates much of her work. But as the daughter of Vietnamese refugees who have settled in Israel, Vaan also engages and challenges—through the double position of the insider/outsider—the discourse of exile and return and the politics of memory in Israeli culture. In the 2005 film The Journey of Vaan Nguyen, the Israeli filmmaker Duki Dror offered a nuanced portrait of the friction between Nguyen’s Israeli and Vietnamese identities and her family’s Israeli present and Vietnamese past. In this article, I address how Vaan negotiates and articulates her double position through a close examination of scenes from the film and selections from The Truffle Eye. Against the problematic reception and reading of her poetry as exotic, I argue that the cosmopolitan and transnational movements that shape her work evince a characteristically twenty-first century Israeli mode of travel and translation.

The Shape of Time in Microfiction: Alex Epstein and the Search for Lost Time

This article presents a general theory of microfiction that focuses on the formal elements of the genre’s poetics. My analysis argues that a symmetry exists between microfiction’s contracted spatialization, and the compression—and hence violation—of temporal norms of the reader’s anticipation. The violation of conventional reading anticipation makes microfiction seem not only to be new but also transgressive. Indeed, much microfiction is transgressive of prevailing ideologies of time that are premised on the existence of contingency and the efficacy of human agency. This article takes the work of Israeli microfiction author Alex Epstein as its touchstone while advancing a framework for a theory of the genre.

Alon Hilu and the Hebrew Historical Novel

In this paper, I discuss Alon Hilu’s two historical novels, Death of a Monk (2004) and The Dejani Estate (2008), as symptomatic of Israeli culture of the twenty-first century. I argue that the question of genre—historical fiction—is as central to the construction of the novels as it is to their reception. As the latter evinces, historical fiction is perceived as blurring the proper boundaries between the “objective” and the imaginary and thus feeds anxieties about the relationship of Jews to history, anxieties that have been haunting Zionist discourses from their inception. Hilu’s novels trace these anxieties to concerns about sexuality and desire and employ them to explore the relationship between two central foci of the Hebrew historical novel, namely, historical agency and historical writing. The novels construct numerous “scenes of writing,” in which writing seeks to retrieve historical agency, embodied in the two novels by desire and sexual potency. Simultaneously, writing is revealed as a mere substitute for desire and sex. Both novels consequently suggest that writing attests to the failure to produce historical agency.

Femininity and Authenticity in Ethiopia and Israel: Asfu Beru’s A Different Moon

This article discusses the work of the female Ethiopian-Israeli author Asfu Beru, whose collection of stories, Yare’ah Aher (A Different Moon) was published in 2002. The small corpus of contemporary Hebrew literature by Ethiopian-Jewish immigrants in Israel usually focuses on the narrative of homecoming and the journey to “Yerussalem,” while often viewing the African space retrospectively in utopian terms. By contrast, the stories in Beru’s collection are set in Ethiopia and do not deal with the journey or immigration to Israel. They depict a rigid traditional society that the protagonist, an adolescent female in many of the stories, has to confront. This article analyzes the convoluted relationship between multiculturalism and feminism through Beru’s hyphenated identity as a member of a traditional society, a woman, a Jew, and a Black, but who identifies at times with the hegemonic Israeli-Western perspective and takes a critical stance toward traditional Ethiopian society.

Settlers versus Pioneers: The Deconstruction of the Settler in Assaf Gavron’s The Hilltop

This paper engages in a close reading of settlers, settlements, and the portrayal of settler ideology in the novel The Hilltop. This trailblazing novel from 2013, written by Assaf Gavron, foregrounds the image of the settlers in the West Bank and their relationship to the State of Israel. The paper explores this relationship through a discussion of settler ideology and how this set of beliefs comperes to Zionist ideology at large. Thus, the images of the settler and of Zionist pioneers are coupled and reexamined.

In that transformative enterprise, it is enough for Rabbi Schechter that some of us live in Zion, building an Israeli culture that wrestles with issues of power and democracy, pluralism and inclusion; one that fights for social services to the poor and fights against inequities for all of Israel’s inhabitants. It suffices for Schechter that some of us are in Israel as sh’liḥim (representatives) of an entire people.

But for Schechter and for me, Jewish significance is not restricted only to what happens in Israel. The Jewish people are a living people everywhere we are, and we retain the obligations of a living people to assert ourselves in the fullness of our humanity, everywhere. For those of us who choose to live throughout the Diaspora, we have no less an obligation to re-acculturate Jewish life, to make Judaism a living language and a rhythm and a way of being, to make it a pathway toward justice among all peoples, to be able to feel a sense of harmony and identity with religions and cultures not our own, and to feel a solidarity with our own people—wherever they are.

Abstract

Israel’s system of closure divides Palestinian citizens of Israel from Palestinians of the West Bank. For members of both categories, road journeys spur political analysis, explicitly stated or implicitly packed into jokes or offhand comments. If, in liberal traditions, political knowledge is idealized as disembodied, abstract, and dispassionate, Palestinian knowledge gained while driving is none of these things. Yet it can provide important insights into the operations of Israeli power less easily represented in more formal outlets. Because the road system is an everyday site at which its users come into contact with the work of the state, driving is an important practice through which to examine popular conceptions of politics. Still, these two communities of Palestinians face obstacles in communicating about shared understandings of space and politics. In examining everyday political knowledge of subaltern people, we must attend to varieties of subalterneity to examine how these differences can perpetuate marginalization.

Most of us work somewhere, in a certain place. Our bodies perched above a machine for hours, our organs operate it. Thus, every day, in a repeated routine. But our days are not similar. Professional demands, working hours, employment conditions, the wages of our labor – all these separate us from one another. Our working environments are also different. The landscape of industry is diverse: streets, complexes, campuses, boxes, trains and towers whose design is linked to the production and branding system of the workplace. Landscapes follow the market’s mood, as it decides which factories will close, which will grow and develop, which company will be sold to an international corporate or relocated to a distant district. This is the landscape of production, a temporary landscape that influences and shapes our world.

An examination of the industrial landscape in Israel reveals a complex picture: the manifold industrial zones, sometimes in close proximity to one another, compete with each other with no comprehensive strategy; resources are distributed unjustly, and thus municipalities cannot always benefit from the profits of the industrial zones; construction expansion in open spaces wastes land resources; and mainly, an autonomous conceptualization of the industrial zone, with no spatial, administrative, or operative connection between it and the urban fabric. Nevertheless, even within this complex picture, situated in a context of time and place, one can discern patterns and spatial configurations in the background of the industrial landscape.

City-Industry is the product of the Laboratory for Contemporary Urban Design (LCUD) at Tel Aviv University. It is the second book in a trilogy on urban landscapes in Israel. The first book, Neighborhood-State, sought to investigate the dependent relationships between citizen and state in residential areas. The current volume exposes the overt and hidden relationships between city and industry. It follows the temporality and dynamics of work environments and recognizes them as arenas of precariousness. Within this temporariness, the authors – as planners – seek to raise awareness to relationships between worker and place, between the laborer and his city.

n 2004, the city of Tel Aviv was declared by UNESCO a World Heritage Site, an exemplar of modernism in architecture and town planning. Today, the Hebrew city of Tel Aviv gleams white against the desert sky, its Bauhaus-inspired architecture betraying few traces of what came before it: the Arab city of Jaffa. In White City, Black City, the Israeli architect and author Sharon Rotbard offers two intertwining narratives, that of colonized and colonizer. It is also a story of a decades-long campaign of architectural and cultural historical revision that cast Tel Aviv as a modernist “white city” emerging fully formed from the dunes while ignoring its real foundation—the obliteration of Jaffa. Rotbard shows that Tel Aviv was not, as a famous poem has it, built “from sea foam and clouds” but born in Jaffa and shaped according to its relation to Jaffa. His account is not only about architecture but also about war, destruction, Zionist agendas, erasure, and the erasure of the erasure.

Rotbard tells how Tel Aviv has seen Jaffa as an inverted reflection of itself—not shining and white but nocturnal, criminal, dirty: a “black city.” Jaffa lost its language, its history, and its architecture; Tel Aviv constructed its creation myth. White City, Black City—hailed upon its publication in Israel as ”path-breaking,” “brilliant,” and “a masterpiece”—promises to become the central text on Tel Aviv.

Often, violent behavior or harassment from a soldier is dismissed by the military as unacceptable acts by individuals termed, “rotten apples.” In this study, the author argues that this dismissal is unsatisfactory and that there is an urgent need to look at the (mis)behavior of soldiers from a structural point of view. When soldiers serve as an occupational force, they find themselves in a particular situation influenced by structural circumstances that heavily influence their behavior and moral decision-making. This study focuses on young Israeli men and their experiences as combat soldiers in the Israeli Defense Forces (IDF), particularly those who served in the “Occupied Palestinian Territories” (OPT) during the “Al Aqsa Intifada,” which broke out in 2000. In describing the soldiers’ circumstances, especially focusing on space, the study shows how processes of numbing on different levels influence the (moral) behavior of these soldiers.

Abstract

One of the central elements of Herzlian spatial-political thought that has been filtered out of the deterministic historiographical discourse on Herzl-the-visionary-of-the-nation-state is that of travel and tourism, as well as the cultural significance and political context of the representations of travel and tourism in his utopian-political novel Altneuland.

The present article argues, however, that it is precisely through accounting for the notions of travel and tourism at work in Theodor Herzl’s Altneuland that one can appreciate Herzl’s perception of homecoming in its full complexity. The development of this argument is divided into the following three areas: (1) a survey of the expressions of the theme of travel and tourism in Altneuland which have been largely overlooked by virtually all the historians, political scientists and literary scholars dealing with Herzl’s novel; (2) a rethinking of the cultural and political aspects of Herzlian Zionism given the appropriate assessment of the role played by the motif(s) of travel and tourism in his vision of the future Palestine, as well as placing those aspects within the wider historical context of the contemporary development of political territorially-oriented national movements in the Habsburg Central Europe where Herzlian nationalism had emerged; (3) framing discussion on the journey element in the Herzlian Zionism in terms of relevant theoretical discourse on travel, tourism and homecoming, with purpose of drawing through the case of Herzl’s employment of travel motifs some broad theoretical reflections on travel, Zionism and homecoming in the time (and space) of fin-de-siècle multiethnic empires.

Abstract

This article will focus on an ongoing process of Jerusalem’s contested urban space during the last decade namely the immigration of Palestinians, mostly Israeli citizens, to “satellite neighbourhoods”, i.e. Jerusalem’s colonial neighbourhoods that were constructed after 1967. Theoretically, this paper attempts to discuss neighbourhood planning in contested cities within the framework of geopolitics. In more details, we will focus on the relevance of geopolitics to the study of neighbourhood planning, by which we mean not merely a discussion of international relations and conflict or of the roles of military acts and wars in producing space. Rather, geopolitics refers to the emergence of discourses and forces connected with the technologies of control, patterns of internal migrations by individuals and communities, and the flow of cultures and capital.

Abstract

A special kind of infrastructure has emerged around the West Bank, which lays bare Israel’s capacity to spatialise its colonial power and to constantly solidify its presence. Reading these spatial devices through Agamben’s work, this paper proposes a reflective attempt to read this site of contemporary occupation through a “resistant” lens as a novel take on Agamben’s spatial topology and political aesthetics. The paper offers preliminary remarks on the search for alternative theoretical construction of Agamben “potentialities”. The paper allow speculations on the heterotopian nature of Israeli produced infrastructures, perceived at once as actualised potentials in space, and spaces of potential.
