The Israel Studies journal invites original articles specifically related to the Balfour Declaration’s architects, protagonists, antagonists, historical, and legal interpretations. Abstract

Muhammad Rashid Rida, the editor of al-Manar and one of the preeminent Muslim thinkers of the twentieth century, published between 1898 and 1935 dozens of reports, analyses, and Quran exegesis on Jews, Zionism, and the Palestine question. His scholarship greatly influenced the Muslim Brothers and still reverberates in the Arab political discourse today. Based on the first systematic reading and contextualization of al-Manar‘s pertinent texts, this article examines and explains the radical shifts in Rida’s views: from describing Zionism as a humanitarian enterprise of a virtuous nation to depicting it as a plan for ethnic cleansing; from expressing doubts about the ability of the Arabs to prevail against the Jews to proclaiming certainty that they would; and from condemning French anti-Semitism to embracing hateful theories about Jewish conspiracies and vices.

Moses Gaster and the Anglo-Jewish community in the late 19th and early 20th centuries

Moses Gaster (1856-1939) was born in Romania but expelled due to his political activities on behalf of the Jewish community. He emigrated to England and was appointed as Head of the Spanish and Portuguese Jewish community and later Principal of the Judith Lady Montefiore College in Ramsgate. He was one of the leading figures in the Zionist movement in England and played an important role in the negotiations that led to the Balfour Declaration. As well as his communal and political activities, he was a prolific scholar in both Jewish and non-Jewish fields. Gaster left behind a vast archive of over 170,000 items, which his heirs deposited at UCL. It includes correspondence, diaries, notebooks, unpublished memoirs, photographs, press cuttings and more. There is also a large collection of ephemera. This talk will use items from the collection and extracts from the memoirs to describe Gaster’s life.

Abstract

What role do third parties play in the Arab-Israeli conflict, and to what extent do domestic political constraints shape this role? Answering these questions has important ramifications for understanding the interplay between domestic and international politics. One useful tool to conduct this research is the two-stage decision-making framework, Poliheuristic (Ph) Decision Theory, which eliminates options from the choice set that do not meet domestic political requirements. This paper applies Ph theory to a case study from the conflict’s infancy, the British decision in 1922 to affirm the policy of a Jewish national home (based on the Balfour Declaration 1917) despite violent Arab opposition. It argues that the decision was based solely on domestic political needs and did not attempt to address tensions in Palestine. It concludes that Ph theory provides a highly effective theory of decision-making for assessing motivations and policy decisions of third parties in the Arab-Israeli conflict.

Abstract

This article examines the nature of the British government’s commitment to the Balfour Declaration after World War I. It refutes the hypothesis that in 1923 the Conservative government was on the brink of abrogating the Balfour Declaration. After the war, the Declaration became Britain’s international license for her exclusive rule over Palestine. Palestine was not written off as an imperial asset but remained a vital British strategic interest. In addition, considerations of financing the administration of the country, and concern for her international standing, should she renege on her wartime pledge to the Zionists, ensured that Britain would continue to adhere to the Balfour Declaration. An understanding of the issues at stake in 1923 is essential for any comprehension of Britain’s 30-year-long control of Palestine.
